As the UK faces mounting fiscal pressures and sluggish economic growth, the Chancellor is set to deliver her second Autumn Budget on 26 November.
The Chancellor met her self-imposed borrowing target by £10bn in the Spring. However, the reversal of planned cuts to disability benefits and winter fuel payments – combined with a likely downgrade in the OBR’s economic forecasts – is expected to create a fiscal shortfall. As a result, the upcoming Budget is likely to focus on revenue-raising measures, while trying to avoid increases to headline tax rates.
